The Coalition for High Ambition Multilevel Partnerships (CHAMP) was launched in 2023 by the COP28 Presidency and Bloomberg Philanthropies as a platform to enhance collaboration between national and subnational governments on climate policy and finance.
Recognizing that cities, states, and regions are responsible for implementing up to 65% of national climate commitments, CHAMP bridges the gap between national policies and local governance priorities.
Since its launch, the CHAMP multilevel programme has grown to 78 endorsers, demonstrating increasing global commitment to aligning climate action at multiple levels of governance.
Connects national and local governments through shared platforms, dialogue, and peer learning across regions.
Aligns national climate plans (NDCs) with subnational strategies, policies, and long-term finance roadmaps.
Speeds up delivery of climate goals through finance, technical support, and capacity building.

Recalling the Paris Agreement's recognition of the importance of engagement of all levels of government, and subsequent decisions by the Conference of Parties (COP) to the UNFCCC on multilevel engagement,
Reaffirming that collaborative and science-based climate action coordinated between national and subnational governments — including cities, towns, states and regions — is critical and creates additional potential for emissions reduction, building resilience, and avoiding severe climate impacts,
Acknowledging respective national legislations, regulations, and circumstances, and the UNFCCC and the Paris Agreement as the primary intergovernmental fora for the global response to climate change,
We, the countries identified below, gathered at COP28, pledge to join the Coalition for High Ambition Multilevel Partnerships (CHAMP) for Climate Action in order to enhance cooperation with our subnational governments in the planning, financing, implementation, and monitoring of climate strategies — including NDCs, NAPs, NBSAPs and LT-LEDS — to maximise climate action with a view towards collectively pursuing efforts to limit the temperature increase to 1.5°C above pre-industrial levels.
Consult with our respective subnational governments to determine avenues for subnational action to contribute to national mitigation and adaptation commitments and strategies.
Work collaboratively with subnational governments to unlock mitigation and adaptation action opportunities by involving them in the review, design, and implementation of national commitments.
Create inclusive processes to enable subnational governments to contribute to further enhancing NDCs ahead of COP30 in 2025, integrating local baseline information and targets.
Include relevant subnational government projects in climate-related investment priorities and help them secure resources from public and private financial institutions.
Undertake regular and inclusive country-led reviews of progress at national and subnational level around the implementation of CHAMP commitments through existing processes.
Meet among endorsers with representative subnational leaders at a global High-Level Political Dialogue on Multilevel Climate Action in the lead up to COP29 and COP30.

Governments wishing to apply to CHAMP are invited to visit the CHAMP Secretariat site. Endorse the CHAMP Pledge and register your government as a member of CHAMP.
The endorsement process requires sharing a CHAMP point of contact, including name, official government email, and contact information, to receive regular CHAMP updates and event information.
